re-sizing of pixels not working when re-projection or image extent is chosen #201

Logic to detect if the user supplied a pixel size in the projection validation 
code is not properly grouped.  This is causing the default pixel size 
(30meters) to always be forced if a re-projection or image extent was chosen.
