Auto set error code 7 scenes to unavailable #41

error code 7 - "solar zenith angle out of range" - goto unavailable

When a scene fails with error code 7 + "solar zenith angle out of range" it 
should automatically be put into "unavailable" status and the scene note should 
read "nighttime scenes cannot be processed to surface reflectance" or  "solar 
zenith angle out of range".

This only happens when users submit requests through the ESPA Bulk Ordering 
interface as EE users do not have night scenes available thru their inventory 
view.

This is being handled in the web tier now, along with all other known 
operational errors that can be automatically resolved.  Implemented in 
web/ordering/errors.py.
