Transition espa to use MongoDB #57

The decision has been made to move all LSRD databases to Mongodb.  Reclaim the 
OGC cluster servers and build a shard'ed Mongodb cluster + move all cdr_ecv 
functions to use this in lieu of MySQL (Bulk Ordering Application also needs to 
be migrated.)

Item 59 needs to happen before repurposing the OGC hardware.

Bulk ordering will not use mongo as it is dependent on transactions when 
reconciling orders with EE.  Mongo is going to be our datawarehouse for 
analysis + reporting though...
