Testing for 2.2.1 revealed a bug where a user can submit a scenelist but not 
select any processing against the scenelist (by adding a scenelist but not 
clicking on sr, toa, th, source products or indices.)

Detect if this has happened and flash an submission error message to the user 
telling them to fix it and resubmit.
