Build symmetric key encryption/decryption routine #97

Need a utility owned by root that can take a value as a parameter and 
encrypt/decrypt a string with a known yet protected key.  The key should be 
owned and only readable by root and the method should only be callable by espa 
code.

This utility needs to be accessible on every system in the cluster including 
the front end web server.
