π OpenMoji is on hold over summer (project maintainers are out of office until Oct 2021).
Another idea: Sergey Chikin has published free icons for some Russian cities which might be a good basis for some subdivision flags (see also: ISO 3166-2:RU).
How about using βͺ
for the sequences that represent a diagonal split?

My second proposal is related to the flag of Belarus. The flag this is based on is the official flag of Lukashenka's regime, and it is probably required for Unicode compliance to leave it as is:
There's another white-red-white flag, that has been used a lot during 2020β21 Belarusian protests and is generally viewed as a symbol of freedom for Belarus citizens:
