The glyph 13-5127 in the CNS database was corrected in 30 Jul 2018:

The current Unicode code chart is wrong as follows:
According to zi.tools, the original glyph was correct in v5.2 and v6.0:
Suggestion: TCA should submit a request to IRG and WG2 to correct the glyph.
