What VBoxManage list vms gives you as output?

d:\VirtualBox Portable\App\VirtualBox_amd64\VBoxManage.exe list vms

Open cmd prompt, go to vbox directory where vboxmanage.exe located. Type vboxmanage list vms

You have 0 registered VMs. Vboxmanage can't work with nothing. Create new vm in virtualbox or register existing (through interface MainMenu->Machine->Add).
