teachers panel: pending students/groups #16

When there are no pending students or groups, it should not display the "Pending students" or "Pending groups" heading and empty list.

Solved in commit 432ea91b358ad26cb9004a791185cfccad601d03 where the pending students and groups are put in their own menu item and hidden when there is a empty list.
