Startup config through webpages #31

When autograder start up the first time, the admin needs to add configuration in commandline. A better solution for this would be to have autograder detect the first start up and then ask the admin about this in the web browser. This would make it possible to check the correctness of oauth codes easier and get the admin account automatically.
