LES does not Run for more than 30 with chem opt #11

chem opt = 301 and 13 not working past 30 min for some reason try and work through chem code to understand why LES causes errors

Parker is testing using NDOWN since it might potentially be a memory issue.

Ndown was causing issue when doing it for d02 as well. it would complete without creating any wrfoutput file.

Now attempting using savio3_bigmem. So far it looks promising yet encountered following error: ---- Error : Cannot use moist theta option with old data

sometimes when opened on OOD some files loose access, like it doesnt recover data from scratch when you do it through terminal this doesnt happen
