Crash on attempt to save to read-only permission project file #121

On GeoDa 1.5.29 Mac

1) Change write permission on Examples/columbus_sqlite.gda to read-only
2) Open columbus_sqlite.gda
3) Change column order and press Save button
4) Instant crash

This is a realistic problem since the Examples on Windows will be read-only for 
many users.  Failure to open for writing needs to be detected and a useful 
error message needs to be shown to the user so that they can save the entire 
project somewhere else using Export.
