All scripts in bin are now Python3 with calls tosubprocess to run Docker business

Added a multitool aq which invokes scripts (see new README)

Multitool is mainly an argument parser with some light validation:

$ ./aq serve foobar
usage: aq serve [-h] PRES
aq serve: error: argument PRES: 'foobar' does not exist, or is not a directory
