No error shown when language data is missing #20

What steps will reproduce the problem?
1. Remove language data from SD card
2. Run Type and Speak
3. Try to change the language

What is the expected output?
Shows error dialog.

What do you see instead?
Empty list.

Can repro on G1 running 1.6
