Wrong rendering Window body upper border #500

Hi!

I found one error in Window widget body rendering. This error shows up only in 
IE not in FF and Chrome (I attached pictures).

Upper border line of window body missing in IE in every skin (Enterprise, 
EnterpriseBlue, Graphite).

I attached a test case also.

This rendering error spoiled a hole look of window content.
