Vertical Spread setting from GZDoom doesn't work #84

What it says in the title. Vertical spread is ON in both Gameplay and Player settings, but the spread is still a flat line. Additionally, it rotates depending on how you're holding the controller. Both of these issues were reported and closed but apparently not fixed in 4.8.2

There was a fix for vertical spread taken from QuestZDoom. Unfortunatly, It had to been removed because the fix broke aiming.
