The suggested edits feature is helpful for suggesting changes to name, phone number, website but we also want to suggest changes to location categories such as Restaurant, Accomodation...

This change wouldn't be complete without also modifying our suggestion review features to reveal them and make it convenient to merge the changes.

a database schema change to store the suggested new location categories.
UI changes to the suggestion dialog that appears when clicking the Suggested Edits feature
UI changes to the suggestion review feature enabling the suggested categories to be accepted or rejected
