Complete Terms of Use document #742

To prepare AccessLocator for promotion, we want to eliminate any remaining "Under Development" messages and make AccessLocator look very complete. A completed Terms of Use document may also help us get the facebook authentication message cleared up.

The Terms of Use document looks like this right now: image

It is linked from the Sign Up page: https://app.accesslocator.com/signup.

It may save time to take inspiration from Terms of Use documents from similar sites.

This is similar to how the Privacy Policy document was defined in #730.

I merged but didn't deploy the new Terms of Use change. I'll comment again when it is deployed.
