We need to set up the pipeline in two steps.

This pipeline needs to:

Have Terraform Cloud support to build and deploy the infrastructure (An access token is needed)
It needs to build the project server-side by running the tests and deploying to the existing infrastructure (this needs alignment because the infra is defined by the terraform)
