Edit all Terraform report files to not be dependent on Step Function #245

Description

We have recently realised, via a discussion with Dan, a Step Function is not necessary to coordinate the actions regarding the weekly report. Our Terraform approach must reflect this.

User Story

As an engineer, I need to ensure my infrastructure uses minimal cloud resources, so that costs are reduced for developers wishing to replicate and deploy my code

I think this is a simple job of deleting the step function file
