Combine administrative polygon and bounding box if both are given

Right now when an administrative polygon ID is present, the map will extend to the full polygon.

It should instead be possible to select both a polygon ID, and a bounding box, and use either the selected bounding box, or the intersection of the polygons bounding rectangle and the user provided bounding box, for rendering
