Add AJAX to create study form add SNP location

Use AJAX call to 23 to check if location is valid before the user hits submit

Even the demo endpoint at 23 and me requires a token, but there is a list of snps. Could upload the file into the db and create and endpoint off that. Also requires migration of SNP_value table into two tables
