pulseanalyzer does not set/check if DAQ "CE" #23

If muonic is started with -p, or the pulseanalyzer is active the problem 
occurs, 
if the display of TMC pulses is not enabled in the DAQ.
This causes also the rate plot to hang.

To solve this, one has to send manually "CE" to the DAQ.

Request to do this automatically
