Dependencies: increase baseline 'beautifulsoup4' version to >= 4.12.3 #1090

Version 4.12.3 of beautifulsoup4 was released on 20240117, and aside from a fixup for the context of some warning messages it emits, seems relatively stable since then (based on bugtracker and VCS commit activity).
