Add OS\mkdtemp #157

I don't usually add tests for OS\ given they're almost entirely tested by the HHVM built-in tests, and by File\, TCP\, UDP\ etc; I'm adding one here given that it's not yet clear what the higher-level API (if any) will be, so there isn't any coverage there.
