The zero rows are somewhat noticeable when you don't have a vest on a given RSU date in the datasheet.
If you try per-lot assignment then you end up with a lot more rows with zeros in the received AVGO and cost basis which makes reading the result much more awkward, and almost impossible to easily copy concise data out.
