incompatible with ruby 1.8.7 #107

hence the gem "timecop" requires ruby to be >= 1.9.2 this plugin does not work with ruby 1.8.7 anymore (redmine 2.3.3 does btw..) if this would not be fixed, ruby 1.9.3 should become part of the "Requirements" section in the readme

timecop is only needed for the tests. Without the tests, the timetracker should work with 1.8.7., if we didn't break it anywhere else. So maybe this should be documented anywhere or fixing it with a lower version of timecop

As @jume-dev already pointed out, 1.8.7 is enough for production (manually tested), but 1.9.2+ is required for testing. I have changed the requirements section in read me text.
