ticket status changes should only happen with the status is really changed. If this happens the user should automatically be assigned.

If no status change is configured nothing should happen.

I extracted the bugfixes from this and merged them after some fixing in master and the 2.3.x branch. The feature is pushed in the branch start_stop_action and needs some serious testing before merging. Aynways, thanks for your help, much appreciated.
