redmine admin with no projects assigned can't book time #131

@gulty found this while working with it and proposed a fix with his pull request #127. While his fix kinda solves the problem, it opens up more problems, cause he doesn't check if the user is the redmine admin, but simply displays all projects as soon as someone as no projects assigned. But because a normal user don't have admin rights, he won't be able to book time with a selected project from the given list.

Therefore we need another solution here. Also we should discuss, if this behavior is even intended to be an error.

This won't be fixed for now, all users should be added to projects to be able to use the plugin
