Add "Start Time Tracker" Button in Ticket Detail View #173

As a user I want to start the time tracker for a particular issue right from the ticket detail view, not only from the tickets list context menu.

Sorry, my bad. This is a permission issue. Just have to enable the plugin in the project settings.
