Document external dependencies for custom domains #3461

Description

Commonwealth relies on many external dependencies for various site feature, such as querying blockchains, snapshot, etc. Some of these are affected by custom domains, in particular ETH providers on the client side, which require a whitelist to avoid key theft.

Acceptance Criteria

Produce a Github Wiki page documenting each of the dependencies for custom domains, and how custom domain supports more generally.

Basic Config:

Chain table, custom_domain column
Matching heroku domain, send DNS target to client
Client adds DNS target to their DNS provider

External Dependencies:

Login: magic.link
Chain Data: alchemy.com (ETH mainnet) or quicknode.com (BSC, Fantom)

Will update if missing anything, but this may be sufficient.
