[Bucket Ticket] Ongoing refactoring and clean-up of monorepo

Per conversations with @Rotorsoft, a list of re-organization projects to be tackled:

• [ ] Move all package.json scripts to root & clean up
  • [ ] Eliminate redundancies between root and commonwealth
  • [ ] Establish a standard syntax for prefacing scripts (a la yarn workspace ...)
  • [ ] Enforce a set of standard naming structures for scripts (a la db-migrate, db-undo)
  • [ ] Update relevant documentation to no longer discriminate between root and commonwealth level scripts
• [ ] Move all shared dependencies to root
  • [ ] Eliminate redundancies between root and commonwealth
  • [ ] Dependencies unique to a given package/lib should stay in that package/lib's package.json
• [ ] Establish standard language for referencing "packages" or "libs"
• [ ] Database diagram refresh
• [x] Hexagonal architecture: Some sort of presentation or information document for the team?

@gdjohnson thanks for putting this list together, looks good to me!

The second item (move shared deps to root) is almost done, maybe missing one or two small details, but the key is to maintain the convention

I guess my first L&L is going to be about hexagonal... where can I find the L&L schedule?
