Discourse URL conversion support

Description

• Because Discourse is self-hosted, custom domains with existing forum URLs will exist. Upon migrating to Common + turning on custom domain support, previous Discourse-formatted URLs should not be dead links.
  • URLs that follow the Discourse format should properly redirect to their common equivalent.
    • Discourse formatted URLs that are links to comments should simply redirect to the thread.
  • This may mean keeping track of the Discourse ID for all Threads created through the Discourse Import.
