Feature Base as recommended Chain

Description

Context: For the blast launch we made Blast the recommended chain a user launched a new community on. It has been long enough and BASE seems to be the L2 of choice for memecoins as we have watched the meme coin bull market catch on.

Goal: Update the community type page (https://commonwealth.im/createCommunity) so that Base replaces Blast as the recommended ecosystem.

User story: As a user, during the first step of Create community, I see that base is the recommended chain to build my community and launch stake on. When I select Base, Base is the default network selected on the Basic information page and Blast is listed afterwards.

[x] If BASE is selected, Base is the default network dropdown on the Basic information page (https://commonwealth.im/createCommunity)
[x] On the basic information page (https://commonwealth.im/createCommunity) Networks are listed first by having stake enabled in alphabetical order, and then all the other networks without community stake are listed alphabetically. So BASE is first and Blast is second, then all other networks without community stake are listed alphabetically from A to Z.
[x] Base icon is used on the recommended card on the community type page ((https://commonwealth.im/createCommunity)
