editor link icon should open modal not alert #8553

Describe the bug

Instead of 2 alert boxes being shown when the link icon in the text editor is clicked, it should be replaced with one modal with 2 inputs for text and link. Similar to this: screen_shot_2024-07-22_at_10 24 06_am_720
