Description

Under Admin Capabilities, the admin of a community should have the ability to upload a Discourse file and request it to be uploaded to their community on Common.

The review and approval of the Discourse file is specified in a separate ticket #9333

User Stories / Acceptance Criteria

Under admin capabilities, the admin of a community should see the option to upload a Discourse file (It has to be a .sql file)
Once the admin has uploaded a file, they should get a success message that informs them that the file is being reviewed
Once the file has been approved and upload is in progress, the community is not available to anyone. Any visitor to the community that is undergoing discourse upload will be shown the following screen
