v1.7.3-x only migration

This temporarily resolves the page crash issue in #9825 since we can't easily include #9871 in release/v1.7.3-x

Description of Changes

• A subset of the migration in #9871 which temporarily resolves page crashes related to threads not being associated with a topic.
