The ability to add templates for threads in specific topics was removed when we did the topic revamp project ~5 months ago. This functionality should be added back to the platform.

Reproduction Steps
If you go to create a topic or edit a topic the option to added a thread template has been removed
Expected Behavior
Admins should be able to add topic templates when creating or editing a topic. A topic template is text that pre-populates whenever a user goes to create a thread in the topic with that template enabled.

This feature would be super useful for contests. Would enable contest creators to create guidelines for how to participate in the contest
