update polkadotjs and metadata #29

This pumps the polkadotjs version again to support our latest upgrade of substrate fork, also updated the metadata.

This resolves this issue here in this comment https://github.com/webb-tools/webb.js/pull/74#issuecomment-846669397

I also pumped the package version, so it should be ready to publish!
