Packages created from telegram bot are not working. #4201

Bug/Feature:

Description: I've created user packages from telegram and it's all appearing on my Admin panel correctly but the config links and Qr codes that is created by telegram bot are not connecting to the vpn and showing error "time out". Every protocols is effected. But if I create user package from admin panel directly it's all working fine.

I tried a several times and it started working randomly. I guess the devs are working pretty hard. I really appreciate everything you guys do. Thanks!
