[FR] Custom rule sets #1404

Feature description

Hello, I would like to be able to plug in my rule sets from the GUI without having to modify configuration files. For example, antizapret rule sets are very useful in Russia

Can't even modify "current_config.json", just auto-resetted on connecting to vpn. Some kind of extending or even user-defined rules would be awesome.
