The .msix file cannot be installed correctly for lack of a built-in certificate

Minimal Reproducible Example (MRE)

The .msix file for v1.1 downloaded from the Microsoft App Store has a built-in cer certificate, but v1.4 doesn't

try v2.3.1 and check if problem has been solved or not
