vim に tomorrow-night-eighties (Base16) 導入 #4

coc.nvim の補完周りの色が見にくかったので。

前はよく分からなくて諦めたけど、今やってみたらいけそうだったのでシェルも Base16 で完結できるようにした。 これで色設定の移動が捗る。

colorscheme の設定は hook_add に入れるとうまくいかないっぽいので、vimrc に入れる。 いい解決法があれば .dein.toml にまとめたい。
