Can no longer reliably drag down to refresh #777

Drag down to refresh is frequently broken, as of a few days ago Device: LGE Nexus 5X, SDK: 24, app version: 65

Hi, this issue occurs for me too on a Samsung Galaxy S7 running Android 6.0.1. My version of the app is 3.1, according to the about screen.

It's been happening on and off for a few days, and I think I can reliably reproduce it. When I drag down, the refresh icon appears. But if I let go early (before it seems to cross the threshold necessary to trigger a refresh), then the icon disappears, and dragging down again fails to cause it to appear again.
