Update documentation on transferring repositories to include all precursor checks/steps #21

There are several questions that need to be considered before a repository is transferred to hiero; some of which are covered by the current documentation. Others which need to be documented now in order to facilitate planning on which repositories to transfer when. Adding these precursor checks/steps will allow organizations to better understand when a repository is ready for transfer.

Need to consider adding additional pre- and post-repo move checks for website links from hashgraph.com to ensure links are correct.
