Just adding a comment to subscribe and remind myself to look into this when I grab some time. I setup the license check on Ubuntu and all works well. It updated my licenses and now subsequent runs of the task result in no changes.
On Windows, it fails on the first package (of classes) it encounters saying the header is missing. They are in fact there, so must be line endings as alluded to in above comments. I know this is about 2 years later, but I'll try and submit a PR.

task does not work for our project on Windows machines for some reason. You can check it out at https://github.com/JOBAA/amos-ss15-proj4 and run.\gradlew.bat license
