Filter Entity or User Dropdown Lists Do Not Show All Items After the Filter Text Is Cleared

After clearing the text in the "Filter entity" or "Filter user", the related dropdown list is still filtered and there is no way to reset it.

1. Enter the value in Filter entity.
2. Click on the list of entities and only the filtered entities are shown.
3. Clear the filter value from step 1.
4. The list of entities is still filtered.

Expected Outcome: The list of entities should show all entities without being filtered.

The same issue applies for "Filter user".
