added ipstack to config example, retry to darksky

added ipstack to config example to keep as an option even though next change replaces it
replaced calls to ipify.org and ipstack.com with a single call to geoiplookup.io
darksky has low call rate limit, added retry but should retry entire getWeather function if response.status is 400, total of 9 attemps

what about moving calls to external apis to backend?
