Potential issue with gen_mingen when running with a non-UC version #10

When running with a non-unit commitment version, there is a concern regarding gen_mingen. Code exists to address this issue, but it is not clear whether it effective. Some considerations that we should address in this issue are regarding the operation of nuclear plants.

There is a question whether nuclear should be forced to run or not. The initial idea was to demonstrate that, economically, nuclear plants tend to operate close to always-on mode. However, it is worth noting that some nuclear plants do ramp up and down (e.g., in France).

Therefore, the discussion around determining the appropriate mingen level for nuclear plants is open to debate. This aspect should be taken into account while addressing this issue.
