WIMBY - Wind speed bias correction

Correct wind speed at 100m using bias-correction ratios from GWA2 (WIMBY-DTU)

• Correct wind speed contained in cutout (ERA5)
• Add file name (ratios) as an input in the Snakemake rule

It is necessary to have the WIMBY bias-correction file

• [ ] Consider bringing this into main too.

• [ ] Cut the ~100 MB file. Make sure the encoding is right because we have numbers bigger than 1 here and we might have other requirements for decimal places, so encoding we use in other files might not fit well.
